No, those are cypress nuts. They just make a good perch for the kite. They eat large flying insects, small birds, reptiles & invertebrates.

It's a RAPTOR... does he use those balls to bring down his prey? LOL

This tree is on the other side of the wall (not next to the street). It looks like a wonderful playground for fledgelings. And it is located at the end of a "dead end" street, sort of like a cul-de-sac.
